Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are waged: positive announcements are delivered from different nations. Significant resources is allocated on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by partner states. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly becomes grim resignation: maybe the hostile projectile won't strike its target this time, sparing the city from ruin and another blackout.
Ongoing Risks
Following this, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a defensive team – most likely imported technology. Sadly, the bullets missed the opposing UAV – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: several casualties, destruction and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a dependence that European nations are demonstrably unable to fill in the immediate future.
Failed Diplomacy
The detailed framework from Washington sparked intense emotion, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually secure success. This pattern will, undoubtedly, persist.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration operates on a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's occupied territories.
The problem is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from believing that the current condition will not change more in its benefit in the coming year.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a entire defensive failure until situations evolve in its advantage.
Present Conditions
Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their mission will now be much harder after latest incidents, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a mere seven days to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
